Organizational Overview:
Manet Community Health Center (Manet) serves the broad health needs of patients and residents across our service areas by delivering high quality, individualized, culturally sensitive primary care, behavioral health and supportive services for families and individuals of all ages. Manet is a federally qualified health center (FQHC), fully licensed by the Department of Public Health, accredited by The Joint Commission, recognized by the National Committee for Health Assurance (NCQA) as a Patient-Centered Medical Home, and certified for Diabetes Self-Management Education and Support. A multi-site community-based health center, Manet ensures that our patients have unfettered access to all levels of the health care system and is especially committed to providing services for the medically underserved. Manet has four locations in Quincy, two in Taunton and one each in Hull and Attleboro, Massachusetts. Manet’s two newest sites opened in late 2023: a school-based health center in Taunton and a clinic within a Housing Resource Center in Quincy for homeless and housing insecure individuals. General Definition and Scope:
Reporting directly to the Deputy Medical Director and dotted line to Director of Behavioral Health, Senior Manager of Substance Use and Recovery Programs is responsible for management and nonclinical oversight of the following programs: HIV/STI/Hep C prevention and screening, overdose prevention (the Prevention Program); Recovery Support/Navigation and Medication Assisted Treatment (MAT) Program.
He/she will provide overall management and direction to the prevention, recovery, and medication assisted treatment staff as they relate to ensuring access to and delivery of addiction and recovery services.
The Senior Manager will manage staff and develop and manage budgets for the programs under his/her purview, develop and implement policies and procedures, participate in obtaining funds/grants, and coordinate and integrate the HIV/STI/Hep C, overdose prevention, MAT and Recovery Support programs. He/she will be pivotal in growing programs to ensure they reach existing, new and prospective patients across Manet’s service areas.
Core Responsibilities
• Manage the HIV/STI/Hep C prevention and screening, overdose prevention, and Medication Assisted Treatment service programs ensuring the quality of care offered is of high standard.
• Manage and supervise all employees working in the HIV/STI/Hep C, overdose prevention and MAT programs.
• Participate in the hiring process for new staff members.
• Ensure staff receives ongoing training and professional development, as well as regular supervision and performance reviews.
• Participate in obtaining funds and grants. This will include formulation and writing of new grants and responding to RFP’s as needed.
• Monitor the budget and expenditures so that the funds are not overspent by year end.
• Develop and implement a program evaluation process to ensure models of care and service delivery best meet the needs of the client population.
• Supervise and maintain protocols and service standards for all services which volunteers/students may provide.
• Develop work plans and provide monthly and quarterly reports to funders and others as determined.
• Provide direct prevention and counseling services as needed.
• Provide direct recovery support as needed
• Participate in Managers Roundtable and other meetings at Manet as required. This includes setting the agenda for monthly MAT meeting and sending Outlook invites, and facilitating biweekly team meetings for prevention and screening and overdose prevention team.
• Perform any other duty deemed necessary.
Minimum Skills, Experience, and Educational Requirements
• Minimum five years’ of experience leading, developing and growing service programs.
• Experience managing and supervising employees.
• Expertise and experience in the HIV/STI/Hep C and substance abuse fields.
• Experience managing budgets.
• Self-directed, flexible, excellent teaching and interpersonal skills.
• Display excellent judgment skills.
• Demonstrate a level of comfort working with diverse populations; people recently released from prison, substance users, gay/bisexual men and women, homeless people, and workers in the sex industry.
• Demonstrated ability to strictly adhere to confidentiality requirements.
• Demonstrates strong attention to detail with excellent record-keeping skills.
• Bachelor’s degree required; master’s degree preferred.

• Includes walking and standing for long periods of time, sitting for short periods of time, hand dexterity, clear hearing and speaking ability. Must be able to lift a maximum of 1/3 of their body weight; and,
• Excellent organizational and interpersonal skills.

• Stressful at times due to competing demands, including attention to multiple patients and staff.
• Will comply with all applicable laws and will cooperate with the Manet Community Health Center compliance program rules and regulations.
Required Availability
May be required to work a rotating schedule at various Manet Sites as the department requires. This includes evenings, holidays and weekends.
